Japan writes its passport photo rule down to the millimetre. The Ministry of Foreign Affairs requires a borderless 45 mm by 35 mm print with the head measuring 34 mm from crown to the underside of the chin, give or take 2 mm, about 4 mm of space above the hair and at least 2 mm at either side. The specification was last revised on 3 March 2025, and counters apply it closely because the print you submit is transferred directly onto the passport page.
Two Japanese quirks are worth knowing before you book a photo booth. Photo rules
- A borderless print 45 mm tall by 35 mm wide, taken within six months of the day you apply, showing only the applicant.
- Measured face height of 34 mm from the crown to under the chin, with a 2 mm tolerance either way, about 4 mm of space above the head and at least 2 mm clear at each side.
- No background whatsoever: shadows, patterns, furniture and gradient backdrops all fail, and white is the recommended choice.
- Head uncovered, facing straight ahead, with the outline of the face exposed rather than hidden behind hair, a hood or a large collar.
- Glasses may be worn, but only with clear lenses and no reflection over the eyes; dark or tinted lenses are refused.
- Colour and black and white prints are equally acceptable, and digital prints must use photo paper with no jagged edges or visible pixelation.
Common reasons photos get rejected
- A mirror flipped selfie, which counts as an altered image and is one of the most common reasons a smartphone shot is turned away.
- Red eye from flash, or circle and coloured contact lenses that visibly enlarge or recolour the iris.
- A shadow cast on the wall behind the head, or a chair back or other object appearing in the frame.
- A large collar, hood, scarf or wide hairband covering the chin, cheeks or top of the head, or earphones left in.
- An open mouthed smile showing teeth, or any expression noticeably different from your everyday face.
